Annual General Meeting

The league’s Annual General Meeting (AGM) took place on Wednesday 23rd June 2021 and was overshadowed by the sad news of the passing that day of League President Ken Clarke after a short illness. Ken had become President in July 2019 and in the short time with the league had been a major influence and contributor within the Management Committee, particularly with the requirements to establish the league as a limited company. Before joining us Ken had been Secretary of the Step 5/6 Western League for 14 years as well as serving on the Chippenham & District Sunday League for many years. Ken also served on the Wiltshire FA and was also a respected referee both on the Wiltshire League and higher up the National League System. The AGM commenced with Chairman John Gingell asking that all present respect a minute’s silence to remember Ken and his major contribution to football in Wiltshire.
The AGM was the second virtual AGM in succession due to Covid-19. The AGM took place using "GotoMeeting" software and was well attended by member clubs across the three divisional categories of football covered by the league. Whilst it was far from an ideal way to hold an AGM, in view of the current restrictions, it was the only way the meeting could be held on the scheduled meeting date and now means the league can go ahead with affiliation logistics with the FA for the new season. Hopefully, this will be the last such occasion where the AGM has to be held in this way and that the pre-season meeting for new clubs and a proposed meeting with Vets teams to discuss divisional structures for next season can be physical meetings.
The key points arising from the meeting in respect of the Premier Division, U18 Division and Veterans' Divisions are noted below:
Premier Division
The night's business saw two new clubs, Calne Town Reserves and Lambourn Sports, duly elected into the Premier Division of the league for Season 2020-21 with the league set to run with 17 teams in the division following the late withdrawal of Cricklade Town, who will be re-grouping at District League level and below following the recent departure of their first team manager. The increase in the number of teams and the constitution had been approved by both The FA and the Wiltshire County FA ahead of the AGM.
The night's business saw two new clubs, Calne Town Reserves and Lambourn Sports, duly elected into the Premier Division of the league for Season 2020-21 with the league set to run with 17 teams in the division following the late withdrawal of Cricklade Town, who will be re-grouping at District League level and below following the recent departure of their first team manager. The increase in the number of teams and the constitution had been approved by both The FA and the Wiltshire County FA ahead of the AGM.
It is a welcome return to the league for one of the League’s founding members, Calne Town Reserves
who in total have been members of the league for 35 of the 45 years of the league’s existence. They were also winners of the Premier Division as recently as Season 2012-13 when playing under the name Wilts Calne Town. At the time of cessation of Season 2020-21 Calne Town Reserves sat top of Division 1 of the Trowbridge & District League. This would have been an eligible promotion place and in agreement with both the Trowbridge & District League and the Wiltshire FA, Calne Town Reserves have been promoted back to the Wiltshire Senior League under the Feeder League arrangements with the District Leagues. There was no equivalent promotion from the Swindon & District League for the forthcoming season.
The other team joining the Premier Division are Lambourn Sports
who move from the North Berks League and are stepping up to become members of a National League System Feeder League. Lambourn Sports were previously members of the Hellenic League, spending the period from 1977-78 through to 1996-97 in the Hellenic, with three of those seasons spent in the Premier Division at what is now Step 5 of the National League System. They returned to the North Berks League in 1997-98 before making a brief two season return to the Hellenic in 2011-12. They have spent the last 8 seasons back in the North Berks League and in Season 2020-21 had won six of their seven league games in the top division of that league before Covid-19 resulted in the winter lockdown. A warm welcome to all at Lambourn Sports who no doubt will enhance the competitiveness of our Premier Division this coming season.

In accordance with the standard FA rules it was necessary to agree a start and end date for the season for the Premier Division, the commencement date was set for Saturday 14th August 2021
with a targeted completion date of Saturday 7th May 2022.
Craig Kent (Melksham Town Reserves) was also elected as the new Club Representative on the Management Committee for the Premier Division at the AGM.
Pilot fixtures for the Premier Division have been sent to Club Secretaries. The proposed fixtures show each club playing each other once in the first half of the season, with the return fixtures in the second half of the season. The reason for this is so that we increase our back-up plan options should we be subjected to another lockdown, as we really don’t want to have a third season without League Champions in the Premier Division.
We will endeavour to try to and stick to these pilot fixtures, but they often have to be changed due to fixture clashes with first teams playing at home in the Southern League, Hellenic League or Western League, plus FA Vase cup ties, etc. which affect clubs who share grounds with teams that play in those leagues. With the FA's restructuring of the National League System and the subsequent appeals that were made impacting these leagues at Step 4 to 6, it may be a few weeks before the fixtures for the first month of the season can be firmed up as we await sight of the fixtures from these other leagues.
Under 18 Division
The Under 18 Division is also set to increase in size with three new teams and one departure from last season, leaving the league with ten sides for next season at the present moment in time. Re-joining the league are Calne Town, along with Devizes Town who were members of the Floodlight League when under the control of the Wiltshire FA, with AFC Aldermaston, joining the league for the first time. The one departure from the current season is Chippenham Town.
It was agreed with the clubs at the AGM to leave applications to the Under 18 Division open until the end of the second week of July. In the past, the U.18’s Division has been split into two if membership reached 12. If we were to reach 12 Under 18 teams for the coming season, we will liaise with clubs to gauge their preference as whether they want one large division or split the teams into two geographically based divisions with more than two games against each side. Any clubs in Wiltshire, or within 20 miles of the Wiltshire County boundary, who have floodlights and are interested in joining our Under 18 Division for the 2021-22 Season should contact the League Secretary Jim Thorn
within the next two weeks.

with an end date of Friday 6th May 2022.
Veterans' Divisions
The Veteran’s Season 2020-21 is still ongoing but is set to conclude by the end of July. For Season 2021-22 the category will grow once again with at present five new teams joining the league in addition to the sixteen member clubs from Season 2020-21. Amesbury Junior from the Mid Wiltshire Division will be entering a second side and there are four new teams from the North of the County joining, Cricklade Town, Priory Vale, South Cerney and Swindon Old Boys. As with the Under 18 Division, it was agreed with clubs at the AGM, to leave applications open until mid-July with the Wiltshire FA currently promoting the Veterans Divisions in the south of the county. Any new sides looking to join the Veterans’ Divisions should contact League secretary Jim Thorn
in the next two weeks.
Once the mid-July deadline has passed the League will arrange a meeting with the Veterans’ clubs to agree the format for next season. Feedback from clubs so far has indicated a liking to form a Veterans' Premier Division (maybe consisting of the top 3 or 4 sides from the current North and Mid Wiltshire Divisions) with two regionalised divisions below, with promotion and relegation in subsequent seasons. It is also our ultimate aim to also have an Over 45’s Division in addition to these Over 35 Divisions. Our initial thoughts were that this may take a few years to achieve, but it is currently an option for next season. Provided we can get half a dozen teams interested, we will run it.
At the AGM Terry McCosh from Chippenham Town Yard Dogs was elected as the Veterans' Divisions Club Representative on the Management Committee. Following the AGM, Terry has already issued a questionnaire to Veterans' clubs soliciting views from clubs on the structure that they would like to see for next season in the Veteran's category. The outcome from this consultation process will then be discussed with the clubs at the aforementioned meeting.

Once again it was necessary to agree start and end dates for the Veterans' Divisions and these were set as first games in week commencing 13th September 2020, with an end date of Friday 6th May 2022.
Other Matters
During the season, following advice from the FA, the league had established a limited company to run the league going forward and the necessary documentation for the establishment of the limited company, which had been agreed with the FA, was ratified by the clubs at the AGM.
At the end of the meeting the Wiltshire FA advised clubs that the early rounds of their county cup competitions in Season 2021-22 would be regionalised.
Finally, with regard to the AGM, with the Season 2020-21 in the Premier Division having been curtailed, the AGM once again did not conclude with the normal AGM awards of the Club Secretary's Award, the EC Mills Sportsmanship Award and the Referees Award. Unfortunately for the second season running there are to be no winners of these awards for Season 2020-21.
